9 Depts Will Enforce Prohibition; Focus On Fines & Seizures | Jaipur News

Jaipur: The state government has come up with a comprehensive plan for enforcing the ban on Single-Use Plastic (SUP) by allocating the charge from granting ‘field-cum-seizure’ of the banned product to some departments while creating mass awareness and disposing of the SUP to some other departments. The ban will come into effect from July 1.
The draft of the comprehensive plan has also defined the ways to dispose of the seized SUP for building green roads and cement plants.
The draft of the plan is at the legal department for final drafting and is likely to be unveiled in a day or two. The state has formed a task force under the chairmanship of the chief secretary to oversee the ban while nine departments have been roped in for executing the ban.
Sources said that the government has roped in nine departments including environment, UDH, health, home, education, transport, rural and Panchayati raj etc. “The secretaries of the respective departments and district collectors of all districts have been made the incharge of the manifold program which includes massive awareness campaign on the ban of the SUP,” said the source.
The ban is enforced across the length and breadth of the state and requires a high degree of coordination among all the departments. “The draft rules have been approved by all the departments after much deliberation on their role and functions in meeting the target of zero waste of SUP,” said the source.
The foremost role in the ban is of the environment, UDH and home department from planning awareness campaigns to seizure, imposing penalties and prosecuting the offenders.
“The Rajasthan State Pollution Control Board is a leading agency for inspecting and raiding manufacturing units in the state. They have the power to revoke the licences of the units. The UDH and rural departments through its local bodies have to ensure no usage of SUP in markets. The home department has to provide the support in carrying out actions to these departments,” said a source.
Considering that they will be going to seize huge quantities of SUP from the major markets, the government has made policies for its schematic and institutional disposal.
“Every district has to prepare a place to keep the seized SUP. Depending upon its quantity, the SUP will be sold to construction companies making bituminous roads using plastics as one of the components. Also, some cement companies have been identified which use SUP as one of the materials in the product,” said the source.
