After the governor signed the RTH Bill, the state government will now speed up work for framing the rules.
The RTH bill was passed in the state assembly on March 21 and sent to the governor for its approval.
Soon after the governor signed the RTH Bill, the private hospitals threatened the state government with relaunching protest, if the conditions of the MoU signed between them and the state government were not followed while framing the rules for the RTH Act.

“Since the governor has signed the RTH Bill, it is expected that the state government will implement the MoU which has been signed by the state government and by us. If it is not followed or implemented, it is proposed that all the government’s health schemes will be boycotted across the state,” said Dr Vijay Kapoor, secretary, Private Hospitals and Nursing Homes Society (PHNHS).
The striking doctors had protested for 17 days in the state and kept all the OPD and IPD along with other facilities, including surgeries, closed during their agitation until they signed an MoU with the government on April 4.
During the agitation, the striking doctors were approaching the governor appealing to him not to approve the RTH Bill as they claimed that certain provisions in the Bill were “unconstitutional”.
But, as they signed an MoU with the government, the striking doctors gave the state government a go-ahead for the implementation of the RTH Act in the state but they also appealed to the government to implement the MoU while framing the rules for the Act.
Besides, social activists have demanded that the government initiate the process of rules framing of the Act immediately so that the law can be implemented without any delay and people can start availing benefits of it.
