Assembly Clears Bill To Repeal 133 Obsolete Laws | Jaipur News

Jaipur: The state government is making constant efforts to make the legal system more accessible to the public, parliamentary affairs minister Shanti Kumar Dhariwal said while replying to the discussion on the Rajasthan Laws Repeal Bill-2023, which the state assembly passed by a voice vote on Wednesday. The bill will repeal 133 Acts which have been termed unnecessary and obsolete.
“The repealing of obsolete and unnecessary laws is a continuous process. Even before this bill, many laws have been repealed through a similar process four times. The repealed Acts do not affect the spirit of the original Acts,” said Dhariwal.
He further said that this initiative was taken by constituting a three-member committee to review such laws.
“The committee, in consultation with all the administrative departments, identified such acts and amendments which are not relevant and can be repealed. The acts were examined by the concerned administrative departments to ensure that the decision is based on reasoning. So far, 133 Acts are being repealed,” said Dhariwal.
Reacting to the bill, leader of opposition Rajendra Rathore said, “The House would want to know who were the three committee members who examined the laws to be repealed? Are they qualified to understand laws and their relevance? How many meetings they held and what are the parameters set for repealing these laws and amendments?”
He argued that the central government repealed 1600 laws through proper procedure. “The laws were listed by the law commission constituted by the union government. It followed due process by taking the views of the people. Rajasthan government has not taken any views from the public,” said Rathore.
Questioning the government, Independent MLA and advisor to the CM, Sanyam Lodha, said that the three-member committee had recommended 296 laws to be repealed but the state took up only 133. “I would like to know what the reasons are for not repealing all laws identified and studied by the committee?” Lodha asked.
He also expressed displeasure at the way departments did not support the committee in examining the laws.
