Notification: Phed, Wrd Engineers Left In Lurch After Promotion Vow | Jaipur News

“It simply means there will not be any promotions for engineers this year. Although the secretaries could have easily formed the DPC and implemented the promotions as per the government’s notification, they are not keen. Whatever would happen now will happen after the elections. Then, if there is a change in government, chances are high that the new government will not carry out the promotions till the last year of its term,” said Bhawnesh Kuldeep, the president of Rajasthan Sate Engineering Services Association.
Officials said while the government could have easily formed the DPC and effected the promotions in August, it issued a notification to enhance the scope for the DPC this year. The notification created 70 new posts in the departments and assured promotions of 450 engineers. “Had it been a normal DPC, only about 250 engineers would have got promotion,” said an official.
The engineers were elated after the government’s notification came, but they now feel it backfired. “It delayed the process of DPC, and now the ministers have hit the ball into the court of the secretaries. Since the Model Code of Conducts is in force now, the bureaucrats are not keen on implementing the announcements made in the government’s notification,” said a senior PHED engineer.
Formation of the DPC and the resulting promotions, said officials, were required not only to benefit the engineers but also to speed up the daily work and activities of the two departments engaged in several projects for citizens.
“Due to the vacancies, several engineers are currently holding additional charges and multiple posts irrespective of their ranks. This has been affecting the flow of regular activities in both the departments. This situation may now continue for at least another six to nine months,” said a senior WRD engineer.
