According to the FIR registered on Tuesday, the bureau intercepted a crucial conversation that unveiled Jain and an absconding contractor, Mahesh Mittal, being in touch with a Haryana official. This official offered to sell pipes at a price of “60%,” and there was a suggestion that a minimum of 20 vehicles could be used for the delivery.
As per the FIR, Jain became apprehensive because he was concerned that such a sizable consignment might raise suspicion. He reportedly indicated that he intended to purchase only a small quantity of pipes, emphasising the need for secrecy. In response, Mittal proposed making the payment entirely in cash, a suggestion that Jain approved.
“The conversation establishes that both (Jain and Mittal) colluded with officials of other states to purchase stolen items and used that for their purposes,” the FIR states.
In its FIR, the ACB lists the following individuals: arrested executive engineer Maya Lal Saini, who is stationed in Alwar, junior engineer Pradeep Kumar, also stationed in Alwar, and assistant engineer Rakesh Singh, posted in Neemrana within the Alwar district. The other arrested individuals include Jain, an employee of Jain’s firm named Malket Singh, and a private individual named Praveen Kumar.
The bureau has collectively booked unnamed government employees and private individuals in connection with the case in the same FIR.
The FIR pointed out that the technical investigation of Saini reveals the complicity of senior PHED officials in the scheme.
The FIR reveals that Sain not only accepts bribes for himself but also acts as an intermediary to deliver bribes to senior officials.
The bureau’s FIR also disclosed that the accused were involved in discussions about bribing concerned officials relating to the projects in the Shahpura circle.
According to the ACB, Jain operates his contracting company under the name of Shyam Tubewell Company, while Mittal had his firm named Ganpati Tubewell.
The bureau discovered that both of these companies had secured PHED contracts for various projects in Alwar’s Behror region, and they were also engaged in other projects across different parts of Rajasthan.
According to the FIR, the bureau received confidential information regarding Jain’s involvement in an alleged corruption racket related to obtaining project tenders, bill payments, and the payment of bribes for irregularities in the work.
In the following investigation, ACB learnt that bribes were also paid amongst other reasons to facilitate the irregularities in not abiding with tender norms, illegal payment of bills etc.
