As soon as the Zero hour started, women MLAs, led by women and child development minister Mamta Bupesh, raised the issue and rushed to the Well with placards condemning the statement and sought an apology. Opposition MLAs also rushed to the Well for a CBI probe into the paper leak. Following the face-off, the Speaker adjourned the house. Poonia was present in the House when the ruckus happened.
When the House resumed after adjournment, Congress MLAs again tried to raise the issue. But the Speaker did not allow them.
Speaker C P Joshi said he would not allow indiscipline in the house. He also banned banners and placards in the House.
‘If the House is to be run, it will be with discipline’
“I appreciate the sentiments expressed by the women MLAs but they cannot impose it on the House.”
He said if the government does not want to run the House, then he has no problem. “But if the House is to be run, it will be with discipline,” he said.
Parliamentary affairs minister Shanti Dhariwal said the Speaker’s directions would be followed but demanded a half-an-hour discussion on the issue.
Leader of Opposition Gulab Chand Kataria countered the minister that the BJP had no problem with a discussion but the minister should give notice for it. Speaker Joshi said he would examine it and allow as per rules as normalcy was restored.
