Rte: Parents Protest Govt Decision To Release Rte Funds In Nov | Jaipur News
Jaipur: After the state government issued guidelines for admissions under Right to Education (RTE) for classes 9-12, parents in the city are protesting saying that the admission process in most private schools are already over.
Parents said that private schools ask for fees in advance while the government will release funds in November when half the session will be over. Parents also said that the government has not declared the amount that it will spend per child, which can help parents decide how much they will have to contribute on their own.
Abhishek Jain Bittu, spokesperson of United Parents Association, said, “Two months after the budget announcement, the education department has issued a guideline, while classes have already started in schools from April 1. Schools have already started giving transfer certificates to students who have studied under RTE up to class 8. Now the students are facing problems in admission because in most private schools the admission process for class 9 and above is complete. In case private schools do not give admission to students, there are no guidelines by the government on that.”
Parents further said that students in rural areas or outskirts of the city where admission process is continuing, may get the benefit of the latest guidelines released by the state government, but in major cities like Jaipur, Ajmer, Jodhpur, Kota, Udaipur, Bikaner, students won’t get benefit of this scheme.
Arvind Aggarwal, state president of United Parents Association, said, “There are already some schools that do not give admission under RTE, or parents have to struggle to secure admission there. The clause of payment in November will add to their woes. Secondly, there is no information on unit cost fixed by the government for children from class 9-12. The first installment will start from November 16, while the school administration puts pressure on the parents from the very first day.”
As per the official guidelines, the payment will be made by the government as direct bank transfer to the child’s account that is linked with their Jan Adhaar. This scheme has been named as the Chief Minister Child Fees Recharge Scheme. Students can apply on the state education department’s portal for admissions till May 30, after which a physical verification process will be conducted from September 11 to September 29. The verification of eligible students will be done from October 10 to October 30.
From November 16 to December 31, the amount will be transferred to the account of the students. This amount will not be given directly to the school but to the students.
Parents said that if the fee in a school is Rs 50,000 and the government has given only Rs 20,000 on the basis of unit cost, then from where will the parents get the rest of the fee?
