Engineering Department: Phed Engrs Accused Of Flouting Rules In Jjm Work Order | Jaipur News

Jaipur: Fresh allegations have surfaced against engineers of the public health and engineering department (PHED), this time of allotting work order for Jal Jeevan Mission (JJM) projects to a contractor without formulating the mandatory quality assurance plan (QAP).
A section of PHED officials stated that this work order was issued on October 6 to a contractor with the clearance to initiate the project as soon as possible.
“This was not done following the rulebook. There are certain procedures, including formulation of a QAP, before a contractor can initiate a project work,” said a PHED engineer.
However, another section of PHED engineers claimed that QAP was not mandatory to initiate this particular project. They said that the chief engineer can prepare a standard QAP for all projects related to JJM and can apply the standard QAP before initiation of these projects.
“In this case the chief engineer had earlier prepared a standard QAP and for several JJM related projects, including the project in question, the standard QAP was attached. So, there has not been any major breach. Rather, it was done to ensure speedy implementation of the project,” an engineer said. However, PHED is in the process of starting an inquiry against this particular contractor as another contractor has accused him of submitting fake certificates to participate in the JJM work tender. The accused contractor has also levelled the same allegation against the complainant contractor. “Investigation is on against both the contractors. We would take steps if any of the two allegations are found to be true,” a senior official said.

A contractors’ association in New Delhi has decided to go on strike and halt all road maintenance work due to non-payment of dues for over five months. The association has informed the Public Works Department (PWD) minister about their decision. The city is also facing a problem with unpaid electricity bills, which may result in a blackout on PWD roads. The contractors’ association claims that they have repeatedly requested payment but their bills have not been cleared. The association consists of around 400 contractors who have been facing payment issues for the past eight months.
