Delivering his address at the 83rd National Conference of Presiding Officers at the state assembly here on Wednesday, Gehlot said, “Many a times, we have seen differences with the judiciary. The elected representatives make laws with their interpretation, which sometimes differ from the judiciary. Sometimes it feels that judiciary is interfering in our mandates.”

The conference in progress
He recalled that when the former prime minister Indira Gandhi curbed privy purses and nationalised banks it was struck down by the judiciary. “Later, it was adopted, and we know the far-reaching impact of nationalisation of banks that it has opened in villages,” said Gehlot.
He said though the country has seen disruptions and adjournments of Houses, the government and the Opposition form an integral part of the legislature in every state assembly and Parliament. “As we entered Amrit Mahotsav, the future (legislature) of the country is very bright,” said Gehlot.
Praising Speaker CP Joshi, Gehlot said, “Joshi has several innovations to his name during his tenure as the Speaker from holding a Bal Sansad to uploading all the assembly proceedings since 1952. The museum has statues of all chief ministers and Speakers. In his speech, he gave me credit for all the measures, but it would not have been possible without him.”
He called the smooth functioning of the Houses a collective responsibility of members of the government and Opposition. “The role of the Speaker in ensuring good business is to keep a balance between two sides,” said Gehlot.
Deputy chairman of Rajya Sabha Harivansh highlighted the importance of the debates in legislatures in strengthing democracy. “The legislature has to create a positive impact in the minds of people by their mandated role. It is important that youths should not detest democratic institutions at any cost,” said Harivansh.
